Since 1943, the Fisheries Statistics System had been established. The government has used the information from this source to formulate policies and regulations and to manage the fishery industry. It was used to as an indicator for the development of the industry. Hence, to provide accurate and complete fisheries statistics is vital to the short-term and long-term development of the fishery. The fishery in Taiwan could be divided into deep sea, offshore/coastal, and aquaculture fisheries. Among them, the aquaculture played the most important role in the entire fishery development. The differences in the operations and management and the problem of measurement in terms of the quantities in the water had made gathering statistics a difficult and complex job. This also explains the fact that the accuracy and consistency of the data are sometimes questioned by users in this area. In this survey we introduce the common factors that could affect accuracy of statistics, discuss how to prevent making error and improve the overall quality of data. We also described how the data was collected, examined and analyzed and modeled in the application of aquaculture statistics. We provide several ways to examine whether the data is accurate or reasonable, to improve data quality, and to develop the requirements of an aquaculture statistics system from the perspectives of an investigator and user. In addition, we conducted a survey of related investigators and users on the "Improvements in Aquaculture Statistics" and obtained 398 responses that include 236 from investigators and 162 from users. We analyzed the differences in their recognition of accuracy and consistency in the statistical information; we used the analysis of deviation and Probit model to explore the trustworthiness the respondents show about the accuracy and consistency of the data and ask them what improvements should be made. The survey result shows there is a gap between investigators and users regarding the issues of annual fisheries statistics, the data accuracy, the trust in the reporting mechanism, the reasonableness of data and immediate actions for improvement, etc. Up to 90% of respondents believe that the statistics was inaccurate. We also found that users would trust the data more if proper actions, such as adopting the correction method, obtaining full supports from operators and fishermen and data references from fields, were taken to improve the quality of the data. It is also quite important for verification and correlation by checking the data from fishery export, trading, field, and by models constructed for estimation. The most important thing in investigation and statistics gathering is the proper utilization of human resources in the local government. When allocating public resources to the task, it is important to focus on issues such as investigation and construction of basic information, improvements in the system of the statistics, the establishment of specialized staffs, the completion of information networks as well as investments in hardware construction.
