The forestland occupied over half of the land area of this island. Not only have ensured the safety of the stabilization of land, but also nurtured here have been homes to a diverse flora and fauna, and have secured water sources for civil usage. It is a significant issue that how to develop the natural resources of forest and to improve the performance of forestry management. For the purpose to bring into the great results of the forest management, all of the eight district offices of Taiwan Forestry Bureau (TFB) should have to establish an objective and scientific method to appraise the performance of the forest management. In this study, the model established to appraise the performance of the forest management applied DEA (Data Envelopment Analysis, DEA) approach by the CCR﹑A&P and BCC methods with four inputs and two outputs. After, devising strategies of the forest management with the results of performance appraisal of DEA approach and SWOT (Strengths﹑Weaknesses﹑Opportunities and Threats) analysis of all the authorities. At the mean while, we applied the four dimensions of Balanced Scorecard as evaluation criteria, and the MCDM (Multiple Criteria Decision Making) analysis to construct the evaluation model of strategies─ using Regime Method to get the optimal ranking of the different strategies made by each decision-making representative composed with the government departments﹑specialists and scholars. And then, finally gained the best compromise ranking of all the different strategies by using compromise programming method. In the case study, appraising the eight district offices of TFB with time series data between 1996-2002, that specified to be 48 Decision Making Unit(DMU). There are fourteen DMU that its performances of forestry management were efficiency. And in the case of strategy evaluation of Luodong Forest District Office, the first two priority of strategies are positive tone of organization and building up of the major working skill. Beside, the results of this study can provide a complete processes both of performance appraisal at audit stage and evaluation between different strategies at planning stage.
