To proclaim the EEZ of Taiwan, to declare the waters regime rights, and to solve the problems arising from overlapping EEZ with neighboring countries in accordance with the essence of the Untied Nations Convention. It is necessary to response to the significant impact on Taiwan’s fishing boats operating in the traditional fishing ground within the East Sea caused by the Sino-Japanese Fisheries Agreement. With international reality, Taiwan, on principle of equality and mutual-benefit, has to actively consult with Japan and China to expect to achieve the goal of continued operation in essence. This paper intends to analyze fishing resources in the East Sea and the Exclusive Economic Zones(EEZ) practice in other countries, the circumstances and operation conditions concluded, the impacts on Taiwan fisheries caused by the Sino-Japanese Fisheries Agreement, and finally makes counter-response strategies to serve as reference for the government''s future policies and business.
