The pre-training of principals has been changed nowadays. Before the regulation was amended, the training was held by School Teacher Research Association of Taiwan. After that, the city governments held the training by themselves. In the January of 2001, National Taipei Teacher Institute started “ Principal Training Professional Development Center” of elementary school and Junior high school according to the approval of Ministry of Education. In the same year, the Taiwan provincial government made the budget for Taiwan provincial School Teacher Research Association to help the city governments hold the pre-training for principals. The Taipei City started “ Principal License Test System” in 2002 after the principal pre-training course. According to this research, we reached our conclusion and also raise our suggestions for the related departments’ reference. The principal pre-training faced the connection of new and low regulation. All the city government would like to search more efficient way to build up the system. According to this research, we also have our conclusion and suggestion for reference. According to our research, we reached the following conclusion. 1. The pre-training courses were held by city government will more close to the administration real experience, the research center’s courses were more weighted in theory. 2. The real experience courses should be arranged more than theoretical ones. 3. In the course arrangement, high performance principals should be invited to be speaker to transfer their experience, or to be living adviser to share their experience. 4. The training courses content in Kaoshiung City, Keelung City, and Taipei City get highest satisfaction. 5. The training courses in Kaoshiung City, Keelung City, and Taiwan Provincial School Teacher Research Association show highest performance in the aspect of learning affection. 6. The training courses in Kaoshiung City, Keelung City, and Taiwan Provincial School Teacher Research Association also show the highest performance in raising professional capabilities to help principals’ works. 7. The principal pre-training course should be arranged in eight weeks and living in dormitory. 8. The support of “rincipal License Test System” is rather high. So, it is realizable. 9. The principal pre-training tends to be held by Taiwan Provincial School Teacher Research Association or Ministry of Education. 10. It should be considered the trainee could partially pay the cost of the pre-training courses. 11. The pre-training course should add, “ Communications between people”, “ School public relationship”, and “ Adjustment of principal’s psychological pressure and emotion”. This research also raised the following suggestions. 1. We should consider the merits and the defects for the City government to hold their own principal pre-training course. 2. We should build up the “ Principle License Test System” and “ Teacher Grade System”. 3. It could be considered the principles attained the pre-training should pay partially the cost. 4. The city government could unitedly hold the principal pre-training. 5. Principal tests should also consider administration experience, administration activities, and students’ prize advising. 6. The course content of the training should be based on real experience and review and amend it continually. 7. Teacher training institute should provide professional courses to the people who intend to be supervisors or principals. 8. The pre-training course should be planned and designed in accordance to different needs of different area. 9. If this research can be expanded to 21 cities of Taiwan, the conclusion could be more objective. 10. If this reach could combine with “ Properties researching discussion method”, we can understand more about trainee’s thought. 11. Nowadays the “rincipal Training Professional Development Center” has not been chosen yet.
