| Summary: | 碩士 === 國立臺北大學 === 都市計劃研究所 === 91 === As a result of the government fails to plan and manages all kinds of land use acts. Not only natural ecological environment was destroyed , but coastal ecology was unbalanced . Considering the defective coastal management institution in Taiwan and a urgent tendency of the coastal land use and resource protection , criticizing coastal zone management institution in our country in the study.
As far as competition of government organizations is concerned , there were coordinating organizations between relationship of occupational activities in many government organizations. However amount of coastal institutions and regulations are numerous , government organizations lack of unite coordinate institution of coastal management . Land use classification and zone restriction are governed by Ministry of the Interior in our country . It definitely reveals a serious topic of discussion that all coastal zone management laws is scattered and competed in Taiwan . Referring to coastal zone management institutions of the other countries , it actually could be a mirror of our institution in the future.
The factors of program combination are attempted to be constructed in this study , and are divided into dependence of management, units of central control, and local executing range . The three factors came into being ten combinations of coastal management through orthogonal analysis . To construct four evaluating attributions degree : acceptance of populace, how difficult to build a constitution, efficiency of management, and effect of coastal resource protection . Through experts survey to evaluate the best program with Conjoint Analysis.
From the study , abviously the best program is to set up a specialized coastal management constitution, to establish a central environment resources ministry, and to establish coastal management bureaus in each specific area . The study not only provide political suggestions, but expect to arouse our concept of coastal resources protections . Besides it speeds improving our institution up, and start to analyze political problems by Conjoint Analysis.
