But all exist a lot of shortcomings,the former is the field that hard to join and maintain,moreover,it cost high.the latter is lack of the computer’s readability and the data’s structural.recently, the improvement of technique of the XML enable data format in platform independent.And Web Service solve the communication problems of different platform and distributed computing environment,Besides,it transmit message by XML-based and apply SOAP,WSDL,UDDI in description,publish,access of the object.This issue change the way of the development of the legacy systems.With the Internet popularize,the technique of e-learning is get mature every day and speed up the development of assessment system of e-learning.Now,e-learning is no longer centre on standardrize of the teaching material and popularize,and then get test of the learn’s situation into e-learning system.the general test system on Internet,it’s question are localized,and hard to interchange question because the type of question is not enough and no standardize. This research will introduction IMS QTI,and we hope to help the author of examination question on understand the structure of QTU, quickly.And we explain that how to use QTI/XML overcome above-mentioned problem. This research use the technique of Web Service to implement the system of making item,and it will supply user making the item that it is conform to QTI and product the document of various type of item.
