No matter the Kyoto Protocol can be implemented as expected, or whether it will be a mandatory or incentive program in our domestic control model, this study emphasizes on the standardization of the CO2 based GHG calculation and verification protocol to be the core technology in all levels of mitigation management execution. In order to plan and develop a practically feasible verification mechanism for the domestic GHG emission control needs, the ISO/WD 14064-3 GHG verification standard (working draft edition) and relative NGO’s progress on GHG reduction management have been referenced and a preliminary GHG related verification mechanism has been developed in this study. The major outcomes are as follows: 1.Drafting the standardized GHG verification elements: The research has found suitable elements for the standardized domestic GHG verification by integrating the pollutants verification contained in “EPA’s Air Pollution Control Fee System” and the ISO/WD 14064-3 GHG verification working draft standard. 2.Investigating the needs to respond to the GHG management: Based on the survey of the corporation with more than 3 years experience and operation on ISO 14001, this study revealed the needs by domestic industries for informations such as: international requirement, emission calculation, inventory compiling, mitigation technology, verification mechanism. To prevent the insufficient understanding from becoming a barricade, it is suggested that proper management plan and promotion scheme be expedited to keep pace with international development. 3. Researching of GHG promotion scheme for domestic industries: A SWOT analysis has been done applying both “the Air Pollution Fee Inspection and Verification System” and “the CNAB” mechanism. Preliminarily, the suggestions are: 1) the air pollution fee system has been implemented smoothly for several years and could be properly integrated into the GHG management under the supervision of EPA to save the administrative resources and costs; 2) the CO2 based GHG emission mitigation carries a higher risk in its verification however the already matured CNAB can be applied to strengthen the correctness of unbiased results and to facilitate the formation of emission trade under international guidelines.
