Description
Summary:碩士 === 國立臺北大學 === 公共行政暨政策學系碩士在職專班 === 91 === ABSTRACT A Study of Conflict Management for the Construction and Operation of Privatized Power Facilities. by HSU, CHE-HSIUNG June 2003 ADVISOR(S): Dr. CHIOU, CHANG-TAY DEPARTMENT: GRADUATE SCHOOL OF PUBLIC Affairs MAJOR:Public policy and management DEGREE: MASTER OF Public Administration and Policy Under the rapid economic development, the total electric power consumption in Taiwan has exceeded the available power supply. Since governmental control has gradually been lifted around the world, free market and privatization of power supply industry are to be expected. Privatization of power supply companies not only could relieve the short supply of electric power but also lower the cost of power generation through market competition. In January and the end of August of 1995, the Ministry of Economic Affairs authorized stage one and stage two life of power supply industry control. Eleven private power generation companies were authorized to establish power supply companies. Nevertheless, those companies had to face protests from the residents nearing the construction sites as a result of environmental consciousness and NIMBY (not in my backyard). In this respect, this research study aimed to seek a resolution to the conflict between the private power supply companies and local residents through conflict management theories. The research study focused on the authorized private power supply companies that had began official construction, including Chang Sheng, Shing Tao, Hoping, Mai Liao, Chia Hui, and probed the conflict between those companies and local residents from the perspective of conflict management theories by means of literature review and in-depth interviews. Based on the conflict management theories, the research structure was divided into recognition of conflict, identification of the cause, and planning of conflict management strategies in regard to the construction and operation of the private electric power supply companies. The study also probed the causes of the conflict from the perspectives of the public, business, and government. The conclusion proposed research results and suggestions. This research study included six chapters as follows: Chapter 1: Introduction Chapter 2: Conflict management theories Chapter 3: The origination and development of private electric power supply companies Chapter 4: Analysis on the conflict occurred during the construction of private electric power generation site: the perspective of the public Chapter 5: Analysis on the conflict occurred during the construction of private electric power generation site: the perspective of the private companies and the government Chapter 6: Conclusion and Suggestion
