Out of so many resources, we should find the one that is most available and will be most useful for our environment. Therefore, it is also important to remember this as a member of the Department of Police Organization. The Police Department was established in the end of the 19th century and since then, no major changes have taken place over the basic guidelines and principles of law enforcement. This is one of the reasons that the citizens are not satisfied with the current function of the police department. The purpose of this letter is to find an effective way to reorganize the police department in order to adapt to the rapidly changing environment of the 21st century, regarding basic principles, culture differences and individuality. It is therefore necessary to study the current local police set up in order to understand and be able to recommend such changes. The local Police department is influenced by two factors, the internal and external factors. Internal factors are based on current laws and principles that influenced its organization, while external influence comes from political and social pressures. These are the limiting factors in the parameter of police duties. Therefore we should find and identify other more effective and readily available means aside from these factors that will be acceptable in order to improve the current police department. Chapter one discusses the motives of the research which is based on the above mentioned premised. Using known theories, study technic and actual performance as the main objectives. Further utilizing related references as comparison, with History as background, classification based on exhaustive interviews. Undeniably, local police organization, functions and changes may not be explained from known reform theories. Difficulties also arise from the limitation of the authors personal ability to translate and analyze available references, further complicated by limitation of available time. No attempts were made to develop a working model and it is therefore expected to have much area for improvement with regards to this research. Chapter two integrates structure organization, organizational reforms and total quality control and related theories as foundation of this research. From Organization to Duty planning, Type of organization, and influencing factors as main points in facing future organizational evaluation. Understanding and evaluating previous undertaken reforms, using Police Administrative Total Quality Control as principles to appraise the quality of current quality control, and discuss further on way s to improve the quality of police administration. Chapter three deals with the Provincial and City organization division, evaluating law making and enforcement policies with emphasis on “Police Law” and “Local Codes”. Enforcement deals with current police organization system and procedural protocols. Placing emphasis on merits and defects of current police organization. Identifying of procedural problems and its subsequent resolution. Chapter also four deals with organizational reforms and planning based on progressive in depth interviews, aside from overviews, interviews were selected from different levels and were asked to contribute their own point of views. Further analyzing and comparing the concerns of the different levels with in the organization before promulgation of laws and protocols. Development of adequate organizational capabilities , organizational study model , and established vision and mission of Provincial and City police organizational reform. Finally chapter five, the conclusion and recommendations. Based on the ideas that were obtained in the process of this research, and evaluation of possible resistance to organizational reforms. The recommendations of administrative guidelines were obtained from analysis of interviews and also on the vision and expectations of the author perse.
