There were very few serious discipline cases occurred during this period, even though some policemen involved in the sexual fraudulent practices and some middle rank police officers driving while intoxicated. However, in the days before the third term mayor election, the citizens’ impression about police discipline were misguided by the news media. Moreover, there were serial police cases occurred in year 2002 such as the Peace Preservation Corps policeman iron girl’s chest case, the Angel Dance Hall corrupt practice in the Chung-shan Police District, the suspects’ urine evidences exchanged in the Sung-sane Police District, and the prisoner fled in Juvenile Affairs Division. The above situations show the bad police disciplines and motivate this study. This thesis attempts to use the accountability as the groundwork of police discipline management and expects accountability management could well control police discipline. Accountability is the core of the public administration study, basing on its theory to control the police discipline, which could fulfill the organization actual needs considerably. Literature review, participation, and observation are the main study methods. Moreover, we use other scholars’ research results and the actual investigations of the situation about the violating the law and disciple of Taipei City policemen to cross examination and hope that we can find a better accountability management model. Chapter 2 discusses the definition of the accountability and from the effect of public administration development , the implication of administration responsibility, and the direction of police organization management theory as a base to clarify the concept of accountability management. In discussing the concept of police discipline, we understand that the police corrupt practice can only be controlled but not be wiped out. There is very few studied about “police accountability” in the domestic police academia. The topics of the overseas police accountability literatures mainly focus on the control of the member of organization , obedience of the law, and the level of citizen oversight. It must from both the internal and external control to manage the police discipline accountability. Chapter 3 attempts to discuss the system structure of police organization, the charactertics of police behavior , and the police moral regulation. Moreover, this research tries to integrate the study of the accountability management with the police discipline problems. Chapter 4 analyses the type , reason , and trend of the violating the law and discipline of Taipei City policemen and discusses about the effects of presently reality discipline accountability management. Chapter 5 integrates the accountability theory with the police actuality and verifies the soundness of present discipline accountability management to find out better accountability strategies and model. Lastly, this study believes that the discipline accountablity of present executive officers of police (police chief, superintend, and discipline officer) must have the common consensus and principles in advance and propose the short term, middle term, and long term suggestion about the discipline accountability management. We expect to integrate the theory to provide the appropriate and correct discipline management model to the police organization and let the citizens to have the faith in police.
