| Summary: | 碩士 === 國立臺灣大學 === 土木工程學研究所 === 91 === It has been 3 years since the implementation of Government Procurement Act, which was established and fulfilled in open, transparent, and impartial ways for selecting contractors, enabling the engineering staff to rest assured and hold accountable to the execution on performance management and quality control with efficiency and effectiveness. Nonetheless, the overall quality of public works is not as good as expected, in particular, the administrative departments of government failed to put effective control on the operational deficiencies such as excessive budgetary compilation, imprudent planning, design errors, poor monitoring, and quality management on the one hand; the depression of construction sectors, on the other hand, resulted in jerry-building and poor construction works because the bidders of public works snatched the bid award at very low price.
The study focuses on the deficiencies in execution of public works over years after the enforcement of Government Procurement Act based on archives and interviews with experts and scholars, and information collection on the fulfillment of public works at government and civilian groups levels through the questionnaires distributed to the public works authorities and contractors, in order to consult with the comments and different views of various departments regarding the issues such as design and planning, procurement tender, and public works monitoring. It is to evaluate and review the grounds that cause the existent deficiencies on the execution of public works and to propose the improvement measures.
Pursuant to the analysis on statistics for interviews and questionnaires, and aiming to the execution of overall public works, the study make suggestions on establishing the competent authorities to determine reasonable public works funding and timescale as well as building up national on-line information, model for selecting contractors under favorable bid in order to uplift quality and competency of contractors, effectively fostering the technicians, launching system of professional licensing for public works, which may be referred to the improvements undertaken by competent authorities within governmental framework, in order to reduce the deficiencies and violations on the execution of public works. Moreover, it is indicated in the analytical findings that there are different views and comments on certain causes that result in deficiencies and violations of public works and their solutions. Where various departments of government may refer to this issue for execution of procurement, audit, and monitoring, it is suggested that the fostering training, interaction and coordination for engineering professionals, legal professionals, and accountants and auditors shall be strengthened in order to enhance the effectiveness and efficiency of overall procurement.
