Initially, starting from the viewpoint of the franchise operations’ internal resource as a basis and external partnership cooperation benefit to investigate crucial factors that influence franchise operation decision-making; and subsequently to propose the decision-making of logistical system constructure in franchise operations; following this, to recommend the quality system as the major positivistic research object based on the Small and Medium Enterprise Administration’s research project of “franchise development promotion”. Three representative franchise systems in the retail category, restaurant category and service category are used to analyze and sort out the differences in logistical system planning between industries at different developmental stages. After both theoretical and practical verification, this research discovered that the crucial decision factors influencing a franchise operation’s logistical system constructure are:”the system’s core resource and ability”, “resource exclusivity”, “environmental uncertainties and complexities”, “external partnership’s cooperation benefits”, “merchandise characteristics of the system”, “the system’s development scope”, “the whole consortium’s benefit considerations with the system as a member”, and “the effect of the source system”. Irrespective of any types of franchise operation, this research recommends having their own “exclusive warehouse logistic center” and also upgrading the original operational function of the warehouse logistic center into a logistical center with a strategic mission. Regarding the information system, this research recommends franchise operations through the introduction of information technology to rectify the current logistical system into a Time-Based Logistical System to further strengthen the support ability from head office to salesroom as well as integrate sales data into becoming valuable information as a reference for relevant decision-making. Regarding the distribution system, this research recommends a franchise system to conduct analysis of the distribution system functions; if the distribution logistical system has multiple functions like salesroom audit, salesroom guidance and cash flow management, then their own logistical distribution system constructure may be considered; if the distribution logistical system has only one function, then an outsourcing method may be considered.
