The commonly used international index was applied to analyze the waste in Taiwan in comparison with China, Japan and Korea. The major industrial waste was from basic metal industries. Among them, the Chinese Steel Corporation(CSC) produced the largest amount of waste in Taiwan. This company has perfect treatment process for the production of its waste, where the proportion of resource recovery and reuse reached 97.3%. However, on the industrial ecology aspect, there still leave much to do, such as the utilization of energy and resource, and even the environmental protection by human. Besides the recovery in site, the reuse of blast furnace slag in CSC takes very high proportion (which is 50.7% of its waste). Even though, the high usage of energy and natural minerals conflict with the theory of industrial ecology. The single usage of blast furnace slag, which is the material for cement, will face the constraint for the reuse of blast furnace slag when the cement requirement is dropped. The blast furnace slag will cause large impact on the environment if they return to treat by ocean-dumping. For this reason, the diverse utilization of these reused material will be a good approach for sustainable operation. The density of use of industrial waste and the environmental IPAT method were used in comparison with China, Japan and Korea, and also evaluated by normal currency value. Then, analyzed by adding the purchasing power parity(PPP) which reflex the actual value of currency. The results indicated that Japan is the best in economy and industrial technology in Asia. But their density of use of industrial waste is higher than our country and Korea by using the PPP to express the currency value. Besides, the difference between Chinese and our country is very close by using the same analysis. The growth and development of China should not be ignored.
