Summary:碩士 === 國立臺灣科技大學 === 營建工程系 === 91 === The mechanism of unified contracting contains such functions as to improve the efficiency, to decrease the cost of procurement and to reduce related disputes etc. In recent years, the government adopted centralized procurement system and has established a virtual center for unified contracting and centralized procurement. The main objective of this study is to evaluate the centralized procurement system and the procurement operation of unified contracting center. In this study, the current practices of unified contracting and centralized procurement for both central and local government were investigated. Case studies and questionnaire survey were conducted to investigate the key issues and problems encountered with existing regulations. Then a preliminary framework of performance measurement for unified contracting was developed, and the efficiencies and benefits of current contracting centers in terms of reduced time, cost saving, bid protest and customer satisfaction were measured accordingly. Based on the results, some modifications to the existing system concerning organizational structure and implementation modes of the unified contracting mechanism are proposed to both the central and local government. In addition, the reacting strategy and promotion plan as well as related measures are developed consequently for concerned authorities to improve the performance of government procurement.
