In early days, it is considered a major part of payment to some government employees and teachers. With the improvement of the economic conditions, civil servants’ salaries are all paid in money. The new policy has twisted normal resource allocation and is unfair to the public servants who are not provided with governmental dormitory. This study is aimed at benefiting both the government and private institutions by introducing market mechanism into the operation of governmental dormitory. The discussion is principally based on the Theory of Supply and Demand and the Theory of Compensating Variation, with references to many related documents and regulations.
With considerations of efficiency and fairness, and a full survey of the history of the dormitory at Academia Sinica, the thesis finds that governmental dormitory can be operated and managed in two ways─with users based on personal needs and duty demand, respectively. The former can be run through charging rent from the users, while the later be provided to users by government for free. In addition, the governmental dormitory can be commissioned to private institutions for management. By so doing, the dormitory’s occupancy rate shall be enhanced and governmental expenditure be reduced. The private companies can also be encouraged to involve in the construction and reconstruction of governmental dormitory, which should be open to average people for use. This will enhance the usage rate of the dormitory and contribute to the fairness of public resource distribution. Seen from a long angle, this scheme will speed up economic development, better living environment, renew the city and improve the public interest as a whole.
The research also finds an urgent need for the law of the development of governmental dormitory and an organization exclusive for the management of such dormitories.
