The Capability Maturity Model(CMM) war introduced by Software Engineering Insti-tute of Carnegie Mellon University(CMU/SEI) as a guideline for effective man-agement and increasing software quality to raise projects success opportunity. CMM is the most world-widely adopted model in software process improvement. This study designed a expert system, base on the Capability Maturity Model Inte-gration (CMMI) by CMU/SEI, providing the reference for small and medium software organization to improve their software processes. This study designed and tested the questionnaires answered by experts and scholars. We calculated and learned results by the Neuron Network model, and expanded the method to select the fittest practices for small and medium software organizations. In accordance with results and methods, we design an expert system. The expert system can continue learn form expert on-line questionnaires to enhance its correctness. And the system will flexibly provide reference practices for software organizations according to factors selected by users.
