Co., Ltd. and cellular phone market in Taiwan. In Chunghwa Telecom. Co., Ltd. performance measure is using DEA (Data Envelopment Analysis) and Malmquist Productivity Index approach to realize performance changing in the regulation and de-regulation telecommunication industry. Consider multi-product character of Chunghwa Telecom. Com., the case study in this paper used two input variables, number of employees and fixed assets, and two output variables, telecommunication service with network and telecommunication service with non-network, to measure efficient of this company by means of DEA. Result of this study shows that the performance of this company in the deregulation period is higher than those of in the regulation period Then, the study of the cellular phone market of the performance analysis in Taiwan is using output ratio apportion model to spread the cellular phone from non-network in Chunghwa Telecom. Co., Ltd., ameliorate correlation study error before. The study is using DEA (Data Envelopment Analysis) and Malmquist Productivity Index approach to analysis cellular phone market performance in Taiwan and every firms productivity changing. Result of this study shows, that average efficiency is sequent Mobitai Communication, TransAsia Telecommunication, Taiwan Cellular Corp., Far Eastone Communication. In total factor productivity change, Taiwan Cellular Corp. is highest between 2000~2001, TranAsia Telecommunication is lowest between 1999~2000.
