Summary:碩士 === 東海大學 === 管理碩士學程在職進修專班 === 91 === Ever since the establishment of the Chicago Convention in 1944, Air Traffic Control has been the privilege as well as monopoly of the Government. But in recent years, concerns on safety of air traffic, delays, capacity of airports, slow on investing ATC equipment and inefficiency of bureaucracy are often heard. The aviation industry and the general publics, have opinions about why the legislation, governance, and provision of air traffic services are all under the same roof. This only leads to so called “umpires and players are in the same team.” The diversification of Regulatory functions and Operational functions is a common trend all over the world now. However, since Air Traffic Control is highly related to national security and economics, the process isn’t as smooth as one imagine. Up to now, only less than 30 countries have adopted the transformation. The purpose of this research is to gather the information on some already Corporatized/Privatized companies such as NZ, UK, Germany, Australia and Canada. And to compare the information of USA, Japan, Singapore and ROC at the same time. I hope I could analyze the data and come up with the feasibility of Corporatization/Privatization for ROC. Furthermore, I might even be able provide some suggestions on improving the standard of ATC services in ROC.
