However, in the process of the urban development, related researches on the domestic industrial, official, and academic circles mainly attach importance to the improvements on telecommunications technology and effects of the electromagnetic waves to health, and seldom discuss the urban landscape regulation reforms about the cellular phone base station. Therefore, the research conclude three problems about the cellular phone base station: 1. the impact on urban landscape; 2. the insufficient of the relative laws on urban space regulations; 3. the effects of the electromagnetic waves to health. The methods that this study used include: 1. Data inducing: collect domestic and foreign related theories about urban space, and obtain the specific method about the cellular phone base station regulations from the Britain telecommunications policy. Furthermore, conclude and analyze the effect factors and the classified methods from related literatures as a primary framework of urban landscape. 2. First, process using regulation systematic sampling to the study samples 59 stations from 2883 stations in Taipei as observations and records of investigating on the spot. Additionally, it is obvious that stations will impact on Taipei urban landscape through the scenic beauty evaluation with the GIS overlapping method. Finally, we conclude effect fact to three aspects: (1) facility beauty; (2) urban beauty; (3) environmental impacts, as to solve the current weakness and insufficient on policy about the cellular phone base station. Main conclusions of the research are: 1.To draft Taipei urban landscape regulation reforms through concluding the related laws and technology regulation, and referring to the Britain telecommunications structure plan and practices. 2.To bring up urban landscape strategy analyses and environmental regulations that are suitable for Taipei city by way of summing up all problems about planning design, policy, and radio interference. 3.To make the cellular phone base station of the urban landscape regulation reforms as to the basis of environmental evaluating about space installation in Taipei City and resolving the conflicts between the government, operators, citizens.
