Their integration into the community of European democracies are well advanced because of the socio-economic and political transformation. On the other hand, membership in the European Union and membership in the North Atlantic Treaty Organization have been the two principal foreign policy goals of them. Although the Baltic states will join EU in 2004, they will face some difficulties, and what are the influences to them and EU are here we try to analyze. There are six charters here. The first part is the introduction, the second charter try to discuss the background of the Baltic states and their relationship with the U.S,EU and Russia. The third part is an overview of the Baltic states after their independence, especially on the politics, economic and social aspects. The fourth charter based on the Regular Report which were published by the Commission of the three states to analyze their progress in the ten years. The fifth part try to discuss the influence to the three states and the EU. The last part is the conclusion. Thought out the research, I discover two points:(1) Enter the EU is the basic national policy of the three Baltic states.(2) They have progressed in these ten years and gradually reduce the distance with the other EU members. The progress of the negotiation are almost closed. Even thought, the three Baltic states will encounter some difficulties in the future, such as the problem of the Kalinigrad.
