P. in 1972, Interpretive Structural Modeling (ISM) is a computer assisted learning process that enables individuals or groups to develop a map of the complex relationships between the many elements involved in a complex situation. ISM is often used to provide fundamental understanding of complex situations, as well as to put together a course of action for solving a problem. Many countries including Mexican, Brazilian, Japan, Australia and the United States have used it worldwide. Use ISM to do that the need assessment and development strategies of web-based education supervision in my study. First, listing the needs of web-based education supervision, and to doing the next-steps: Idea gathering of problem, To create a logical linking and Definition of Relationship, to need assessment the Component Concepts, listing the impact items, to take precedence over design situation, target, process, and the end-step is given a development strategies to policymaker. After studied 12 elements were chosen, we got 6 key elements including sorting, end-percent and structure chart through ISM and collector visited. The Wed-Based on Education Supervision has been data-analyzed and classified, finally gets the goal system, is to set up a supervision data base and plan professional, elastic supervision human resources. The anticipated contribution of the Wed-Based on Education Supervision is “to push the educational administration trigger which aim at on-line” for the educational administration department, and” to set up the school administration system which based on web-based” for school administration, and “to promote the school teaching system which blue-printed with e-learning” for school teaching.
