Summary: | 碩士 === 淡江大學 === 教育政策與領導研究所 === 92 === The purpose of this study is to understand the internationalization conditions of higher education in Taiwan. Through a literature analysis, this study firstly explores the meaning, reasons, strategies, and related studies of internationalization of higher education. Six dimensions including “the international interflow of students”, “the international interflow of teachers”, “international curriculum”, “international partnership”, “issues of internationalization”, and “organizational structure of internationalization” are proposed to examine the conditions of Taiwan’s higher education. In addition, a questionnaire was constructed and sent to 117 Taiwanese universities and colleges to collect empirical data concerning their internationalization performance. The major conclusions are as follows:
1.The international interflow of students
Taiwan’s foreign students mainly come from Asian countries, while Japan and English-speaking countries such as America, England, Australia and Canada are the most popular destinations where Taiwanese students go for overseas education. On the whole, Taiwan is a trade deficit country in higher education service.
2.The international interflow of teachers
Both local and foreign teachers attend international meetings or academic conferences as the major international activities.
3.International curriculum
The universities and colleges need to improve their English teaching programs, long-distance education programs, and double-credit courses.
4.International partnership
Over 90% of universities and colleges have developed sistership relations with overseas higher education institutions, mainly located in America and Japan.
5.Issues of internationalization
(1) The source of internationalization funds: government support and annual school budget.
(2) The main reason of internationalization: to foster students with international ability and eyesight.
(3) The main strategy of internationalization: international interflow of students and teachers.
(4) The main barrier of internationalization: insufficient funds.
6.Organizational structure of internationalization
On the whole, the performance of organizational structure of internationalization of higher education in Taiwan is above average. Universities perform better than technical colleges on the areas of organizational structure and governance dimension.
In conclusion, recommendations are made for Taiwanese universities and colleges, for government institutions, and for future studies.
