For example, having opened its foreign market since the political revolution, China’s foreign market is full of mighty possibilities and big chances of investments. Besides, the cross-straight capital exchange will be hotly flowing two ways across the Taiwan strait, after Taiwan and China have attached WTO and after the new relationship is built in the future by the ”three transmition” negociation. In this article, therefore, there are two major aspects to be discussed. The first one is on China’s foreign market development and its related issues. The second one is on suggestions to the mechanisms and challenges in cross-strait capital exchange. The major findings are as the following: 1、With its attendence of WTO and GATS, China has Promised to cancel the rule of “imited business area” to foreign banks. By this reason, the foreign market will face a bigger Challenge-Banks all over the world are having an eye on Chinas Foreign Market’s mighty possibilities. All of them are eagerly to play an import role in it. 2、During the Asian finance crisis in 1997, most of the bills in the east-asia countries suffered bill devaluation by dufferent degrees. However, RMB stand solid, its exporting trades were not greatly affected by the crisis right away. It is for sure that while RMB are not devaluated, However, China’s economy might be affectly. 3、Since the mid 1980, conflits between two sides of the strait have become milder. So trading activites have ben greatly in growth . No matter through Hongkong, the third countries, or indirect investments, our government, thus it trying to take away all possible barriers for to capitals to channels establishing the related policies, and enacting the “actively respending & effectively operating plan”, the investment plan to Mainland China. Undeniably, the economy and trading activities between Taiwan and China would become more visiable and close after their attendance to WTO. And due to China’s new role in WTO, its internationalization will alter and affect the existing playing rules for foreign policies and its developing directions. Hence, three suggestions are listed below. 1、To build a real “sound”foreign market China’s foreign market should be allowed to take their own chances in the world markets, to upgrade its own quality, to pace itself in the processes of internationalization, and to improve its deeper inner structures. 2、To make the RMB deductable in the world : The long-term goal of the revolutions of China’s foreign exchange is to make the RMB deductable. So, with this aim in mind, China should be cautious but realistic toward this target. 3、Since the political and economical environments are quite special across the strait, Taiwan should develop its strategies to keep ahead in the crucial fields, be familiar with the protective organism and resolution systems for conflicts, and so on.
