The concept of cognition development is an important theory in Psychology and Children Education which can help children to fulfill their potential. It also mentioned the importance of environment for children’s cognition in the cognition theories. Taking Taiwan’s existing environments of children education for example, some of the teaching methods combining the cognition development concept are emerging, but most of them can’t get benefits from the environment for their children education programs. Through the discussion of child cognition related theories such as Piaget and Vygotskii’s theory of cognition development, information processing theory and information processing model, this research try to combine the above theories with environment design method to develop the designing elements for the application in the children education environment and combine with Delphi method to exam the reliability and validity. This research adopts three steps operation of the Delphi Method and 14 expertise who represent the different fields of Child Cognition, Children Education and Environment Design are invited as consultants. In the first step, the research focuses on the assessment of the need for the designing elements which including 44 indicators in 6 categories. The result shows that the ratio of need for 38 indicators are over 70% and the ratio of need for other 6 indicators are from 50% to 69%, those low needed indicators are deleted from the assessment of second step. In the second step, the research focuses on the Importance degree of the designing elements which are divided into 38 indicators in 6 categories. The result shows that the total 38 indicators are important and there is only one opinion for the revise of one indicator. In the third step assessment of importance degree, it gradually becomes union. There are six parts in the assessment which including sense development, memory development, concept development, sense and concept development, sense and memory development and sense, memory and concept development. The design elements are applied to the planning and designing of kindergarten environment, including site planning, building Style, outdoor space, interior space, elevation, opening, pavement and plant.
