Policies influence the social development. Therefore, it will be a reference for a counselor that ceramics industries in Nanto City reflect messages under the interference of policies. In this study, I adopt the method of comparison between literature discussion and in-depth interview; as a result of its difficult to collect the information during the period of the Japanese rule. About the part of modern ages, I discuss the case studied “ The Assistant Plan for Traditional Ceramics Industries in Nanto City” with methods of focused synthesis and participant observation. I want to reflect the government’s policies which draw for carrying out local industries and influence local development based on understanding the phenomenon of ceramics industries in Nanto City and under the potentiality of social conditions. There are five results according to analyze this study as follows. 1. The industrial policies of ceramics in Nanto City is classified to two ages and eight stages from the period of the Japanese occupation, after World War II to the change of the modern policies. There are eight stages, re-education stage which policies lead to during the period of the Japanese rule, dynamic machine stage, industrial cooperation stage, mobilization during World War II stage; after World War II, teachers of ceramics who moved forward northern stage, the study of archaeological material stage, cultural centers established stage, industrial local promotion stage. Among these eight stages, ceramics industries were influenced by industrial policies rather than cultural policies during the period of the Japanese rule. 2. Government’s policies influence the development of ceramics industries very much in Nanto. There are classified to seven faces, seeking for economics of industries on scale, division of labor and existence together, results under politics, military effect, city indication, the feeling for good, cultural continuance. 3. There are five results comparing ways that government assist ceramics industries in Nanto City from the period of the Japanese occupation and after World War II. An aspect of education training: the former prefers to technique; the latter prefers to local characteristic. An aspect of subsidy: both propose the application of subsidy in the name of organization. An aspect of people attendance: the former attends for business benefit; the latter attends for cultural activities. As aspect of industrial form: the former only produce; the latter has a responsibility for teaching. As aspect of political intention: the result show of ceramics industries in Nanto City as the symbol of result under politics. 4. Ceramics industries in Nanto City have two meanings, the result under politics and self- affirmation under business benefits based on angles of government and domestic. 5. In the case ” The Assistant Plan for Traditional Ceramics Industries in Nanto City”, the lack of the conception of social responsibility leads to the problems of the ceramics industries at modern stage, though an assist group gathers experts of ceramics together. key words: ceramics industries in Nanto City, industrial policy, cultural policy
