碩士 === 元智大學 === 管理研究所 === 91 === After many years of developing digital television (DTV), many nations face a variety of difficulties during deployment, and the actual progress have failed to meet the original expectations. Narrowly defined, DTV refers to the high definition television (HDTV). Under a broader and more frequently used definition, DTV encompasses the whole digital signaling processes from program/content, transmission to receiving. One major concept often emphasized in the DTV system is “service platform” which does not exist in a traditional analog television system. Video and audio transmission platform plays the major role in analog television broadcasting system. In the service platform of digital television broadcasting system, however, both the conditional access system and the interactive system are emphasize in addition to video and audio transmission system. The objectives of this research include the following: 1. Understanding the trend of DTV development and current status of DTV development in Taiwan. 2. Analyzing appropriate strategies for setting up service platform for cable television industry in Taiwan. 3. Giving a systematic overview of DTV technological development and business models of operations for people who are involved or interested in this industry. 4. Clarifying the implementation priorities among different service platforms. 5. Highlighting the critical issues that public policy makers need to consider in the government’s effort to build a sound market mechanism to facilitate DTV implementation. Finally, this research proposes a three-phase common platform solution in an attempt to overcome the barriers to successful DTV implementation in Taiwan.
