According to the definition of the United Nations, the 7 % of the population is aged 65 or older called aging society. Taiwan has already gone to aging society since 1994. Also, the aged people are dramatically increased every year. In the next 25 years, the authority anticipates growth in these age groups to reach 9.8 % of the population by the year 2010 and 16.5 % of the population by the year 2025. Because the number of dependent individuals in the community will increase substantially with respect to the nurse population to take care of them, it is more urgent to use the high technology and an advanced watchdog computing (or biometrics computing) algorithm to design a smart box for monitoring of changes in functional health status of the elderly at home. The smart box under development may be described as a passive monitoring system where data is gathered from a number of physically distributed sensor points within the home, linked using the mains wiring as the communications medium, and then automatically transmitted over the RS232 serial communication or radio frequency (RF) to the server peripheral integrate control (PIC). Then, the server PICs transmit data to personal computer and then via internet to a monitoring and supervisory center. Currently, a prototype of a smart box for health monitoring system via fuzzy model technology has been constructed in the different testing sites and a hierarchical structure included four echelons have also been implemented to monitoring the mobility index and sociality index.
