The main purposes included: 1.Analyze the effects of knowledge economy to lifelong learning. 2.Explore the background elements of affecting lifelong learning development. 3.Describe the whole developing tactics for knowledge economy in British 4.Explore the lifelong learning developing strategies for meeting knowledge economy in British. 5.Offering suggestions to Taiwan for development in knowledge economy by exploring the lifelong learning developing strategies for meeting knowledge economy in British. Case study was adopted to achieve the purposes. The researcher used systematic analysis to explore the lifelong learning developing strategies for meeting knowledge economy in British by analysis the literature after middle1990''s. According to the findings, it was generalized to eight conclusions, just as follows: 1.Because of the effects of knowledge economy, the principal part, purposes, methods, content and organization of lifelong learning has changed a lot. 2.The development of lifelong learning in British was affected by political party’s ideology, social poverty gap, structural transformation in industry, and educational and training policies influenced by EU. 3.In British, the tactics of developing knowledge economy included three elements, capability, cooperation, and competition. 4.Under the influence of knowledge economy, the subject extent from individual to the country, the main policy in British was to initiate lifelong learning culture. 5.Under the influence of knowledge economy, the purpose of lifelong learning was to foster knowledgeable man force to improve competitiveness. The British government trained the labour force by welfare allowance. 6.Under the influence of knowledge economy, the way for lifelong learning relied on the ICT. In British, ICT was the important mean to establish lifelong learning age. 7.Under the influence of knowledge economy, the content of lifelong learning was emphasis on skills training. In British. It stressed on skills improvement and transformation of National qualifications framework to improve the national competitiveness. 8.Under the influence of knowledge economy, lifelong learning organization stressed on the partnership.
