Especially, when the unanimous request of “Single Non-Transferable Vote System” increasing after election of 5th reformation voting legislative delegates, the relation grows. There for the subject of fair districting betweens top priority of reformation of election system. In 1996 according to population and district, several relational hypothesis and identification has been made in the issue of “how and why density of election district be delimited” which has been mentioned in “The American review of politics”. The reasons why U.S.A choose the “Single-Member of District System”, is that it is an election system going between European “Proportional Representation” on which it is based and American “Plurality/Majority System”. And, because of the short sighted statement of domestic political scholar on “election districting”. I would like to compose this article to provide the introduction and guide with different point of view.
