Moreover the research, offers some concrete suggestions to educational administration organizations and people who work in this field. In order to fulfill the above purposes, this research uses the method of analysis to sum up domestic and abroad literature about principal’s evaluation. I even construct a questionnaire aimed at of elementary school principals evaluation in Yulin County . Especially, I invite 8 experts, 2 officers of educational administration and 3 elementary school principal’s from another country to help me to check all the items. The members answering the questionnaire include education officers, elementary school principals, directors and teachers. There are 633 valid questionnaire gathered from 740 samples. Therefore, the rate of valuable questionnaire is 85.54%. All the data are analysis with statistics, average and chi-squared test. The result of this research are listed as follows. 1. There are about 70% who support principal’s evaluation. 2. The most important function of evaluation is to promote principals who manage school well as possible. But the worst effect is to add burden to educational officers and teachers because of preparing evaluation paper. The best solution is to cooperate with institutes. That’s not only to offer principals’ learning opportunity but also help them to raise their professional knowledge. 3.Institutes are responsible for administration affair, it’s better to perform developmental evaluation in the 1st and 2nd year and making the final evaluation in the last year. The visit school is only one day. There are 5 members in an evaluation group. They are educational authorities who understand elementary school administration and what principles have to do. Therefore, the 5 member they are a professor who majors in educational administration, a supervisor who is one representative of officers, an excellent principle who comes from another country, a teacher from another school who takes part in teachers’ association. To call on the teachers is the main action of evaluation. 4.Only announcing scores of excellent principles is the best method, that also may be the certificate of principals’ professional growth.
