Until year 2051, the population of senior citizen in Taiwan will reach as high as 29.8% in proportion by estimation. After revising the senior citizen welfare law in 1997, allowing small welfare organizations to exempt from the registration of legal financial group. The senior citizen care and nurture organizations lead by the government will return to the market function; senior citizens with ability and demand high quality services will increase tremendously.Therefore, this research of service quality appraisal in view of senior citizen housing by the same type, managed by different group. Using 「Fuzzy Multi Criteria Decision Making method」, cognition in fuzziness has taking into consideration, eliminating possible inaccuracy of the research result, making the appraisal result of service quality of senior citizen housing to have objectivity and usability. After investigating the result of the appraisal pattern, it demonstrates three cases by three different managed bodies. Regarding the service quality phases of 「empathy」, 「reliability」, and 「tangible」, divergence exists on the degree of value. This result matches the other scholars'' research proof result, showing that the feasibility of appraisal pattern proposed by our research institute is quite high. Through the appraisal result, the superintendent may designate the first priority or the key improvement project to invest resources. The project planner can draft the strategy of future management and development in the beginning stage of planning.
