From 1994 the Taiwan Government established a law to encourage the private sector to participate in public transportation infrastructure projects. Again, in year 2000 it established another statute to promote the private sector to participate in public infrastructure projects to incorporate the resources and efficiency from the private sector. However, in consideration of the large capital investment, long break-even period, and that the projects are often irreversible by contracts, what could the government offer the private sector to maximize the interests for both parties? This dissertation will discuss whether an infrastructure project is suitable for private sector participation, in terms of profits and efficiency for both government and investment companies. This article will analyze domestic and international projects, especially focusing on the elements of success and failure and controversial factors of the BOT model, this article investigates the feasibility in applying the BOT model on the Taipei public Flower Wholesaler Market. Issues on Marketing, Law, and Finance are also analyzed and identified. From the evaluation of self-liquidating ratio, internal rate of return, and profit/loss ratio, it shows the case is suitable for the BOT model. We also realized that a BOT project must be concerned about market trends, market demand, market domination proportion, reasonable profit margins, and incorporation from the government to attract investors to participate.
