Enterprises are now an information society in a knowledge economy where knowledge management is essential. In order to make good point of knowledge management, first of all, the enterprises must have a perfect database management system. As result as the most of all individual companies have built a lot of management systems which include ERP (Enterprise Resource Planning), SCM(Supply Chain Management), CRM(Customer Relationship Management) and EIS(Executive Information Systems), etc. All above management systems are supported by efficient database systems. For the reason, building the suitable database systems is important point of view. Active database application systems are the most often used and severed to solve complicated and logical operations. The content of the concrete study is to build the active database application systems which are based on a active rule with store procedure technology of SQL-3. The systems will make the enterprise’s management systems could calculate gradational and complicated operations. The systems would enable the efficiency of operation and show the result as soon as possible. The contributions of the research as follows: 1. Using the store procedure build active database application systems. 2. Using the advantages of active database system build the air pollution management systems. 3. Using the XML technology integrates dynamic web page, enterprise component and active database. 4. Providing performance testing of store procedure which is based on active database application systems. The active database application systems built by store procedure will not only reduce the time of development but also improve the design methodology of the traditional passive database.
