Although there is an Ethical Code established by the National Real Estate Brokerage Association, it could not effectively prevent the illegal, unmoral or wicked conducts of the staff members of brokerage firms. Both the society and business people, then, gave more and more attention to the ethical problems of the real estate brokerage business.
Therefore, it is our interest to investigate into the problems of people’s characteristics and business ethics. The Kohlberg’s （1984） Cognitive Moral Development Model was used for the analysis and the Defining Issues Test （DIT） was used for the measurement. Samples were primarily taken from the brokerage firms in Taichung City. The research results were expected to be used for reference in their on-the-job training programs.
