The expertise of the police administration is based on its ability to promote the public relation. The PR personnel should strive to establish a good public image of professional excellence and quality service while maintaining internal stability and external development. There are different groups of people that police officers have to establish a specific relation with, such as the press, council and public service, etc. This research is based on the theory of pyramid analysis skeleton and function mode theory. The purpose is focused on police PR personnel’s ability. The main method of research is “focus group interview” and invited pre-publicist chief, senior publicist and training staffs, the superintendent of personnel and senior reporters. The main shaft of research contents is around the people, affairs, business and training of police administration and to sketch the contours of “people” and “affairs” from present business promotion. It has already contained police officer’s general working need from the research of police administration’s annual training course. The public affairs not only belong to general business but also specialized function. Form the present select system of personnel matters couldn’t not satisfied this requirement, and I recommend some strategy suggestion from the presence of all. 1.The people who enforce the public relations should take specialty training to develop the ability of enforcement and individual accomplishments, in order to transmit new thought of police service, eliminate the former appearance. 2.While meeting obvious difficulty on establishing the standard procedure of public relations, we could devise a set of relative professional course to promote service achievements to take the place of curriculum standardize. 3.It’s necessary to have supervisor’s support and participation in disciplining training process. Form “the analysis of training needs”, it could be evaluated what the employees lack on their own position. It could have complete budget to develop organization public relations, and to get the goal of creation good service and make police administration establish the strategy target of “entire public relations personnel”.
