In addition to these emerging world or global cities, their peripheral urbanized areas, termed as second tier cities, gradually make connections with the chain knot of globalization. Sometimes, urban growth in the second tier cities is even higher than in main cities. According to the existing research, these second tier cities may grow faster because they can successfully form regionally industrial network relations. This research therefore explores a second tier city in the Central Region of Taiwan, the Dali city, and attempts to explain processes of development in the second tier city. After reviewing urban development of the Dali city in the past, this research discusses the growth process in the Dali city and the other surrounding cities to compare and analysis development situation in the different second tier cities. In order to make clear how the second tier city grows, this research then takes examines the industrial structure in Dali. The result of this research reveals that the Dali city is becoming one of the most important satellite cities to the Taichung city because of the geography factor of spatial proximity. The Dali city therefore attracts people outside the city to move in and also promotes its economic growth. The Dali city has begun growing fast since the 1980s. Such transformation first appeared in the 1970s because of a massive increase in population. It is evident that the industrial structure in Dali gradually transformed from agriculture to manufacturing at that time according to economic statistics. Small and medium factories in the metal and the mechanical device industry then dominate the Dali economy.
