Based on this research, the author surveys the self-cognition of proficient competence for the in-service deans of academic affairs at public and private senior schools around the Province of Taiwan. The outcome and conclusions of this study will be offered as suggestions and references to the educational regulators, high school principals and other deans of academic affairs. The research tools here are literature reviews, interviews with veteran deans of academic affairs and the questionnaire, “the Professional Competence for the Deans of Academic Affairs at Senior High School.”, conducted by the author An extensive survey on the target subjects is completed with 190 questionnaires sent out, 136 of which collected. The response rate is 70.2%. Based on the analysis and survey of the questionnaires, the proficient competence for the in-service deans of academic affairs at senior high is concluded as follows: I. Through the literature reviews and interviews, the major constructs for the deans of academic affairs fall into seven categories: “professional knowledge,” “planning of Academic affairs,” “Inspiration by leadership,” “communication and coordination,” “promoting of teaching projects,” “evaluation of teaching,” and “diversity and ingenuity.” II. All the deans of academic affairs answering the questionnaires share a consensus about the seven constructs listed above, regardless of the differences in terms of background factors such as their schools’ types, purposes, histories and sizes. III. All the deans of academic affairs answering the questionnaires share a consensus about the above-listed seven constructs in spite of the differences of their personal background factors such as their gender, age, education, terms of service, terms of services as a dean of academic affairs. IV. All the deans of academic affairs answering in the questionnaires share a consensus about the aforementioned seven constructs in terms of the order of their priority and the average points in approval, namely in the survey, “planning of academic affairs”, “Inspiration by leadership”, “professional knowledge”, “communication and coordination”, “promoting of teaching projects”, “evaluation of teaching”, and “diversity and ingenuity.” V. As far as the age is concerned, 48.5 % of the deans of academic affairs range from 41 to 50 years old, 32.6% aged between 51 and 60. The two age groups accounting for 81.1% of the total, indicates is that work experience and seniority are two essential qualifications for the deans of academic affairs. VI. 66.4% of the in-service deans of academic affairs have the terms of this position less than four years. (four-year terms included) which indicates the high frequency of replacement of the deans of academic affairs. VII. Only five of the total 45 questions conducted in the survey get an average point below 4.0. This clearly signifies that in regard to the seven constructs for the proficient competence, all the deans of academic affairs have a high self-cognition and do their utmost in performing their duty. VIII. The divided four groups in response to the 7 questions in the category of “diversity and ingenuity” point out a lack of consensus as to how to concretely put this category into practice, though most deans of academic affairs have an acknowledgement of its importance.
