At this moment, the quality is one of the most important factors in satisfying customers. Many enterprises promote the QS 9000:1998 quality management system to establish an excellent quality management system. Nowadays, the ISO/TS 16949:2002 had been published in March 1st, 2002 and the version of the QS 9000:1998 will be annulled in December 15th, 2006. In order to achieve excellence, many companies begin to tryout TQM. In this study, we attempt to realize the relationship between the ISO/TS 16949:2002 and the TQM system. Through the literature review, information collection and analysis, the research findings are as follows: 1.To find 5 factors of a motive of building up the ISO/TS 16949:2002 system. 2.To find 5 key factors of driving the ISO/TS 16949:2002 system. 3.To find 5 performance factors of implementing the ISO/TS 16949:2002 system. 4.With respect to eight quality management principles, the characteristics of the comparison between the ISO/TS 16949:2002 and the QS 9000:1998. 5.To create a comparison table of the ISO/TS 16949:2002 clauses VS the QS 9000:1998 clauses for companies to transfer the systems. 6.To establish the relationships between ISO/TS 16949:2002 and the TQM systems. 7.To establish a flow framework by integrating the ISO/TS 16949:2002 and the TQM systems. 8.To create a comparison table of the ISO/TS 16949:2002 clauses VS the TQM factors clauses to provide a reference model for companies to integrate the ISO/TS 16949:2002 and TQM systems.
