Therefore, it becomes a veryimportant issue about how to encourage the NPOs to join the public affairs and to build up a good relationship between the government and the NPOs. This study attempts to explore the relationships between the government and the NPOs, and discusses the possibilities to build up a partnership between them. 2、Research method This study used qualitative methods to collect data, including focus group, interview and secondary data analysis. 3、Policy suggestion: According to the result of this study, the policy suggestions are as follow: (1)For the policy level: (a). the government should build up a special unit to deal with the works with the NPOs. (b) enact policies which encourages the NPOs to join the public affairs. (c) encourage the private organizations to join the providence of welfare. (2)For the legislative level: (a). Simplifying the laws which regular the NPOs to join the public affairs. (b). let good NPOs which provide well service can automatically continue their contracts with the government. (3)For the budget level: (a). offer sufficient fees to the NPOs to execute their contract with the government in order to promote their qualities of service. (b). provide funding for the NPOs to buy equipments and to hire professional people. (4)For the government: (a). systematizing the service procedure which the government entrusts the NPOs to provide. (b). the government should make a good supervise system. (c). list standard indicators; promote those NPOs which fulfill the indicators. (d). help the NPOs to deal with the problems. (5)For the NPOs: (a). promote their professed level and their service qualities. (b). make a long-term project for their organizations to avoid over-depending on the resource of the government. (6)For the interaction between the government and the NPOs: make sure their relationships are equal, respect their contract and accountabilities, and offer fully trust to the NPOs and their staffs.
