However, due to dissatisfactions of our current drafting system and people asking for a reform, there are many opinions from different levels of the society arguing whether enlisting or conscription is a better military system. Because military drafting is a very important interface for both society and national security, we must view this issue from the nation as a whole, to correctly determine the direction of our military drafting system. This paper will clearly states ‘key-point oscillation’ of the topic and focus on the discussion of the ‘core values’ in seven chapters. Chapter 1 is Introduction, explaining the motivation, purpose, background, limitation, and methods used in this research, as well as the flow in the rest of the paper. Chapter 2 discusses the historical examples of military enlisting from various documents, including comparison of military systems in advanced democratic nations. It also looks at the major countries that conduct military enlisting, and determines the possibility of us adopting military enlisting by reviewing experiences in the past. Chapter 3 discusses the blind spot of our current military system, the necessity for reform, and the reasons for the nation to conduct military enlisting. Chapter 4 discusses the fundamentals of enlisting, such as state of warfare, integration of technology, national security, relationship with china, implementation resource (finance and manpower) cost, and backup military system. The discussion also includes how these fundamentals interact with the execution of military enlisting. Chapter 5 discusses the application and analysis of Delphi method, and how the survey was conducted. The analysis and the result of survey conducted by Delphi method will give us an indication of our nation’s feasibility of adopting military enlisting. Chapter 6 accesses the feasibility of military enlisting in our country. By looking at the developing trend of military services around the world, we will discuss conformance of the hybrid model (enlisting and conscription) currently used in our country, and further study the usage and feasibility of military enlisting. Chapter 7 is conclusion. It will discuss the discoveries, revelations, conclusions, and advises from the results of the research. The research is done from the point of view of a study public-administrator, and subjectively look at all concerns a safe and peaceful country should possess. However, the extensive research and comparative thinking process in this research is to warn the society not to consider military enlisting solely from financial point of view. Changing from conscription to enlisting radically without considering all consequences will result no only ‘ERROR III’ and ‘displacement’, but also ‘policy zero-transformation’ which could result to omitting public opinion, people’s social wellness, and national stability. This paper attempts to analyze this serious reform and address above issues by looking at various documents and information, and using Delphi survey method to discuss the issue in great depth. This research will focus on the revelations by discussing the core topics extensively and deeply, and remind people to have a more spacious and surefooted intellection.
