People put increasingly high emphasis on their safety during this ever-changing era; police have every responsibility to upgrade its quality and professional ability, in order to become a more effective and efficient team. This research was based on the popular “holistic approach”, using Balanced Scorecard (BSC), to evaluate the performances of Taoyuan County Police Department’s various divisions. Through the Balanced Scorecard structure, current performance evaluation methods utilized by each division was under more detailed review, in order to find out an effective strategic goal for the police work. It was hoped that through Balanced Scorecard, a comprehensive police performance review system could be developed, and to gain more confidence from the society, and to become a more competitive management unit. Therefore, this research was focused on the possibility of introducing Balanced Scorecard to current existing police division performance review system. 1. For those current performance review guides implemented within Taoyuan County Police Department and other projects assigned by National Police Agency, Balanced Scorecard method was utilized to review the whole procedures and to review the actual cases. 2. With the objective of Balanced Scorecard, try to establish the police division’s missions, objectives, visions, and related strategy. Also, try to identify some strategic topics, set up the goals, and complete a strategic map. 3. Based on the strategic topic of the police division within the case study, try to construct a more comprehensive performance evaluation manual for the police department, and serve as reference for other police agencies to set up strategic plans. It was hoped that through the strategic thinking within this research, a more strategy-oriented police affairs management system could be developed, at the aim of improving traditional review systems. On the other hand, try to set up a strategic goal to meet general public’s expectations and encourage every police agency employee to continue to learn, as well as for all levels of police agencies for better future performance evaluation references.
