All these endeavors are to improve administrative efficiency and effectiveness of the government and eventually enhance the national competitive capability. Government in Taiwan is one of the leading countries in e-government implementation world-wide. There are three major achievements of e-government in Taiwan, which included information, communications and services. That leads to government re-engineering and also establishes on knowledge-based government. Information circulation among government agencies (G2G) is the foundation for G2B and G2C e-government applications. Therefore, the research is focused on “Electronic Official Document Interchange Project (EODI),” which has an index effectiveness of e-government projects in Taiwan, and probe into the critical success factors (CSFs) and performance, and the relations between them. The research starts from the collection of historical and reference data. It classifies CSFs of EODI into five categories – organization management, environmental factors, information systems, government’s predominance and interchange standards, and classified the performance of EODI into efficiency and effectiveness categories. The second step is to establish the framework and hypotheses of the research. The third and final steps are the design and development a questionnaire to probe into the relations between CSFs and performance of EODI. The survey targets at central city and local governments. In the end, runs SAS statistical analysis from the result of the research survey to prove research scenario. The result of the research found that “organization management” has obvious influence on the performace of EODI. The factors of “top management’s support and commitment,” “the co-operation of information technology staff,” and “end-users’ co-operation,” are the three key factors of successful implementation. In “environmental factors” category, “information usage environment” has a positive relation to end-user’s satisfaction. In “information systems” category, “easy-to-use, quick responsiveness and security” are the major influential factors. In the category of “government leadership,” “government leadership” has apparent influence on “cost-down” and “satisfaction of end-user.” This affected that EODI has positive influence on reducing storage space, human resource, paper document , and postage fare cutback; and indicates that the end-users affirm the aggressive endeavors of the government, and show high satisfaction. “Interchange standards” also has very obviously positive relation to the performance of EODI. Factors, including “easy-to-use, quick responsiveness and security,” “interchange standards,” “top management’s support and commitment,” “the co-operation of IT staff,” “the co-operation of end-users,” “government predominance,” and “information system stability” are the most important seven factors among twelve. In summary, the research result contributes 15 suggests to government on implementing OEDI’s project next stage to enterprises, government agencies, families and individuals. Totally, central government implemented better than city government, city government implemented better than local counties. The reason is obvious related to the resource holding.
