It gives the Chinese Communist Party positive and negative effects toward the reformation of state-owned enterprise. The aim of this article is to assume the state-owned enterprise in the Reform and Open Policy of the Chinese Communist Party, is affected by the globalization, therefore they must establish modern enterprise system and transform their management system, making development toward joint-stock system. So as to adapt to the free competition environment of the economy globalization, the joint stock state-owned enterprise will gradually turn to privatize because of enterprise. Therefore discovered the socialism that the Chinese Communist Party persists in will finally coexist peacefully with the capitalism because of the economy globalization influence. Its Reform and Open Policy will also be able to make a suitable fusion with the global economy. As for the original planned economy, it already gets mutual use with socialist market economy, and urges the state-owned enterprise to have communal development with private enterprise. The systems of property public and property private are used together. As for the worsened problem of draining capital, aside from establishing investigate association, inner-party surveillance rule and party discipline punishment rule are proclaimed, so as to maintain the stable environment which the economical development needs.
