碩士 === 國立成功大學 === 政治經濟學研究所專班 === 92 === After more than twenty years of reform of financial system, China’s rapid economic growth have experienced by the transformation from unitary banking system to comprehensive banking system. The findings show that China’s financial reform gains significant accomplishment, but NPL produced by nationalized commercial bank and nationalized enterprise constitute a potential heavy barrier to further rapid economic growth. The relationship among central government, nationalized commercial bank and nationalized enterprise explains the formation of NPL. Because the central government lack sufficient fiscal resource to financing nationalized enterprise, it finically have to dependent on nationalized commercial bank to provide necessary fund to nationalized enterprise. The more deepening dependent relationship show the more serious NPL problem became. To solve NPL problem., the state should combine NPL problem and economic system reform, and find a appropriate set of arrangement in which central government, nationalized enterprise plays a appropriate role.
