To fulfill the stated purpose, text analysis and questionnaire were applied in this research. The survey data were collected from 415 junior high school teachers in the central counties of Taiwan. The data were analyzed by descriptive statistics, t-test, one-way ANOVA, Chi-square test. The main conclusions of this study were as follows: 1. The purpose of teacher appraisal should be comprised “formative purpose” and “summative purpose”. 2. The primary item of teacher accountability appraisal was professional instruction. 3. The teacher’s self-appraisal was the most ideal technique. 4. The classroom observation was the most ideal collection of data. 5. The results of appraisal were for upgrading teacher’s instruction, improving accountability of teaching. 6. Regarding difficulties in teacher appraisal, it is a shared comments of the surveyed teacher that teacher appraisal repellent to teachers. Suggestions based on the above conclusions were offered to the educational administration agencies, the junior high schools and teachers.
