Although culture industry is the highest added value department of the knowledge-based economy, the local uniqueness of local culture industry is better useful to help to promote economic competitiveness of a place. Over the years, Central Area held the least distribution of employed persons in the tertiary industry, especially in Changhua County. Thus, with Delphi technique and analytic hierarchy process, this study first explored the weight of local culture industry development principles to know the competition between Changhua County and other five counties in Central Area in local culture industry. Secondly, with descriptive statistics and cluster analysis, this study examined the spatial development and difference of local culture industry between 26 cities and towns in Changhua County. Thirdly, this study used Delphi technique to evaluate the spatial development of local culture industry between 26 cities and towns in Changhua County and to know what strategies fit these cities and towns of Changhua County. Based on the results of using these research methods, the spatial development of local culture industry between 26 cities and towns in Changhua County can be divided into ”high-level potential area”, ”middle-level potential area” and ”low-level potential area”. Besides, to promote economic competitiveness of cities and towns of Changhua County, this study finally drew up different spatial management strategies to be aimed at the three spatial development area of local culture in Changhua County.
