Concrete suggestions were presented for the reference of the education policy-making organization, schools and students. This research mainly adopted questionnaires and depth interviews. For questionnaires, the research objects were students from 10 universities in Taichung City. The original data obtained was analyzed using descriptive statistics, t-test and One-Way ANOVA. For depth interviews, we interviewed professionals and scholars, teachers, and military training instructors to make up for the inadequacy of the questionnaire. After analyzing the data obtained using questionnaires and depth interviews, results were as follows: For questionnaires, girls had more positive modern values and were more obedient with school rules than boys. However, girls also showed a higher rate of copying textbooks than boys. As far as understanding of the campus ethics is concerned, the sophomores showed a more positive attitude. Students from national universities were better than those from private ones in respecting teachers but they also showed a higher rate of making up untruthful reasons and copying textbooks than those from private universities. Different occupations did not affect parents’ perspectives on each research aspect. In terms of student grades and their cognition and obedience with modern values and campus ethics, those with excellent and very good grades were better than those with good and fair grades. For depth interviews, professionals and scholars agreed that campus ethics were going from bad to worse and to change that, teachers should start with themselves, set a good example, and participate in activities held by students. The ethics education should be combined with extra-curricular activities. Etiquette movement should be carried out. Education on democracy and rule of law should be reinforced. Ethics and moral education should be integrated into the general course. Class order should be strictly maintained with adequate awards and punishments.
