The findings of this study are expected to provide governments and schools a reference for best practice in future purchase processes. This study adopts the document analysis method and the open questionnaire survey. This study also employs the Delphi method to collect the opinions of the specific experts. At the first phase, 12 purchase experts from Central Government and middle and east Taiwan local governments are invited to offer their practical experiences in purchase process. The hidden knowledge are extracted through the contents of questionnaires. In the next phase, 8 professors and 14 experts are consulted using Delphi technique for three rounds. The collected data are sorted and run through statistic analysis. The critical factors of successful government purchase process are identified from the result.
