碩士 === 國立嘉義大學 === 國民教育研究所 === 92 === Abstract The objective of this research is to investigate the feasibility of executing four public schools by private managements models at junior high and elementary schools in Chiayi County. This research uses SWOT technique to analyze the survey data. After combining questionnaire survey data analyses with literature review analyses, this study has following three conclusions: 1. There are significantly different opinions between general area and distant area educators on executing management contract models. 2. The conclusions for comparing four kinds of public school by private managements models in the inside and outside circumstances are follows: A. The inside circumstance: The school operation achievements and the performance flexibility are the common strength for four public schools by private managements models. The charter school has the strength on achieving educational goal. However, public school by private managements has the common weakness on educator’s impacts. B. The outside circumstance: Private participation levels are the opportunity in common in these four models. In particular, the BOT model obtains the opportunity of government financial support. The charter school characterizes the opportunity of the demand for current movements . Taking risky levels and achieving social goals are the common threats in these four models 3. Chart school is the most feasible model to perform the public school by private managements at junior high and elementary schools in Chiayi County.
