The knowledge management has become one of the essential issues in practical and academic field. However, when people facing problem according to their knowledge. People are used to take a usual way to solve the problem. We define this manner, ideology methodology as “Knowledge Inertia”. The purpose of this study is to explore the constructs of knowledge inertia, and to investigate the relationships among knowledge inertia, organizational learning and organizational innovation by empirical study. We use structural equations modeling to discuss the different degree in each constructs of influence relationships between different kinds of organization type. The questionnaire data is collected from the member of the government organization, state-run organization and private organization. The valid questionnaires add up to 485 copies. The result of this research showed that the constructs of knowledge inertia are learning inertia and the experience inertia. The relationship among these research variables are as follows: First, knowledge inertia influence the organizational innovation through the organization learning, which is the completely mediating model. Second, the more learning inertia the members of organization have, the performance of the organization learning gets worse.
